The aim of the project namely “Ease of Doing Business” (EoDB) is to facilitate setting up of new Towers by simplification of procedures, time-bound delivery of services, ease of access to information, transparency in inspection procedures etc. In West Bengal, a wide range of activities have been assigned to various Departments. The Department of Information Technology and Electronics has been vested with a large number of action points to ease and simplify the IT services. The Department of Information Technology and Electronics, Government of West Bengal, under the initiative of the project namely “Ease of Doing Business” (EoDB), has undertaken massive re-engineering of the statutory procedures and simplified the operating procedures relating to different IT services. This is aimed to facilitate the entrepreneurs and industries in setting up their business and compliance to statutory IT regulation and procedures. The existing procedures for different clearances have been redesigned and made simple and transparent. Efforts have been made to shorten the processing period for different clearances. Most of the processes now are lucid and streamlined. Beginning with application for fresh Certificate / License and payment of designated fees to downloading the final approval certificate, the end-user does not need a physical touch point. All the vital service delivery processes have been bound by strict timelines under the “West Bengal Right to Public Services Act, 2013.” The inspection procedures have also been revisited and redesigned so as to make them transparent and time-bound. Submission of inspection reports within a stipulated timeline has been mandated by the Department. The Department of of Information Technology and Electronics is making relentless efforts to further ease the procedures and diminish the timelines. The Department is pledged to ease the procedures, rapid processing and faster and transparent delivery of IT services.

The need of providing application for setting up mobile tower in Different District through the on-line mode in view of easing business under active consideration of the State Government for some time and in view of above, Department of Information Technology and Electronics has decided to introduce Permission for Mobile Tower Approval in West Bengal through online mode without any physical touch point. The online system has the following features without the requirement of physical visit to the Department:

For New Application
1. Submission of Application.
2. Payment of Application Fee.
3. Track status of Application.
4. Download the Final Signed Certificate.
5. Third Party Verification.

For Renewal
1. Submission of Application.
2. Payment of Application Fee.
3. Track status of Application.
4. Download the Final Signed Certificate.
5. Third Party Verification.
For New Application
Step 1
Open the URL https://anumati.itewb.gov.in/ in your browser.
Step 2
Applicant should be register with relevant data before applying the Mobile Tower Permission. You can get the User Id and Password after successful registration.
Step 3
Applicant need to Login with applicant’s user credentials.
Step 4
Applicant need to apply with relevant data for Mobile Tower Permission online along with necessary documents.
Step 5
Then information’s are verified and feasibility of the project and other aspect of the site are judged by corporations at different levels.
Step 6
Finally, either the application is sanctioned or rejected.
Step 7
If sanctioned, applicant would be asked to deposit fees and thereafter No Objection Certificate would be issued.
Step 8
After that applicant can download the sign copy of NOC.
For Renewal
Step 1

For Underground / Overground Infrastructure (whichever applicable)

• The NOC from the property owner for the installation, laying and/ or maintenance of the telegraph infrastructure. (File format: PDF)

• No objection Certificate / Consent letter from building owner/ entities having rooftop rights in case of a roof-based tower or from the landowner in case of a ground-based tower (if applicable)
• Attested copy of the Ownership Document- of the building/site. (File format: PDF)
• Attested copy of Lease Agreement Deed/Consent Agreement Deed, signed by the applicant and the owner of the site/building (File format: PDF)

• Copy of the structural strength certificate for the building and tower/ post obtained from any authorized structural engineer and/or from a recognized institute or structural engineer registered or any authorized agencies from time to time by the State Government (File format: PDF)
• Route Plan and Location map from any publicly available sources (scale 1:1000) showing the site with its latitude- longitude. (File format: PDF)

• The detailed technical design and drawings of the tower/ post or other above-ground including the specification of foundation

• Height of the tower along with its elevation and capacity of tower or antenna prescribed by DoT
• Copy of No Objection Certificate (NOC) issued by the Fire Safety Department of the state government in case of high-rise buildings where fire clearance is mandatory

• Undertaking (original) to take care of any loss or injury due to accident caused by the tower (including a declaration to the effect that the applicant shall take special precaution for fire safety and lighting and he shall be solely responsible for any civil or criminal case arising therefrom).

• the copy of clearance from the State Environment and Forest Department, if applicable

• Acknowledgement receipt issued by TERM cell on the basis of self-certificate submitted by license in respect of mobile/ Base Transceiver Station (BTS) establishing/ certifying that all general public areas around the tower shall be within safe Electro Magnetic Radiation (EMR) exposure limit as per peak measurement after the antennas start radiating (Not Mandatory)

• An undertaking on the specific measures proposed to be taken to ensure public safety during the execution and restoration of the work
